Is it possible to catch the movement of an element with overflow: scroll through js?

    There is a div on which the overflow: scroll style hangs.

    And there is a fade to the right. For which goes what did not fit.
    In general, the goal is to show the fade to the left, when you start moving the tabs and they go beyond the left edge.
    The question is - how can, if possible, catch this shift through js in order to hang / remove the corresponding class on the div for fade?
